THE PEOPLE'S STRUGGLE VS THE SAN ROQUE DAM

DALUPIRIP POBLACION, ITOGON, BENGUET. At left, a postcard-perfect scene of the Agno River as it winds through the hills of Itogon, Benguet before exiting to the Pangasinan lowlands. The main village of barangay Dalupirip, as well as still extensive ricefields and gardens, can be seen on the flood valley.

The San Roque Dam has not physically displaced the community itself, but hundreds of peasants are bound to lose their sources of livelihood such as gold panning, fishing grounds, pastureland, orchards and ricefields, as these will soon be inundated by the dam reservoir's waters and buried in silt due to the sediment-control checks dams built along the Agno River and its tributaries.

The megadam construction started in May 1998 and became fully operational in May 2003. The main damsite is located at Barangay San Roque in the municipality of San Manuel, Pangasinan. Above left, huge earth-moving machinery defaces the land. Despite years of struggle, the project proceeds. Above right, the reservoir waters begin to rise behind the dam spillway complex.

About 400 farmers, gold panners and indigenous peoples protested calling for the de-commissioning of the San Roque Dam and the just compensation of farmers and goldpanners. The march-rally was held on March 14, 2005 in Dagupan City in celebration of the International Day of Action Against Large Dams and for River, Water and Life.

Affected communities, their grassroots organizations, and support groups hold a picket-dialogue at San Manuel, Pangasinan during an environmental mission by JBIC.

The affected Benguet and Pangasinan communities troop to Manila and hold a pIcket-rally and dialogue with National Power Corp. officials.
